The 2026 RNCP Application: Connecting All 14 Lines Through Evidence

The 14 lines in R. 6113-9 are not a scorecard. They test a chain that starts with real work and ends with two linked acts of authority.

For a Répertoire national des certifications professionnelles (RNCP) application, set the January 2026 Vademecum relatif au RNCP et au RS beside the 14 lines of article R. 6113-9 of the Code du travail, and a spreadsheet is tempting: one line, one document, one green cell. The useful test comes earlier. Where was the target work observed? Which activities justify the proposed certification? For applications submitted since 1 October 2025, the 14 lines structure the examination. No published scale or threshold turns this chain of evidence into a score.

Opportunity comes before the frameworks

An RNCP pre-study does not start with the contents of a training programme. It connects an occupational target, labour-market needs, the existing certification landscape and observed employment. The Vademecum 01/2026 makes this phase the foundation of the design. A programme describes training. It does not show why the target occupation calls for that certification.

The examination starts with work situations: who performs the activity, in what environment, with what autonomy and under which constraints? Those situations set project boundaries and stop learning objectives from being relabelled as competencies. Begin with an opportunity note sourcing the need, occupation and existing provision. This internal working document does not predetermine France compétences' assessment.

From observed work to the three frameworks

Start with an observed activity and follow the chain without skipping a link. The référentiel d'activités states what is done at work. The référentiel de compétences specifies what the holder must use. The référentiel d'évaluation sets the situation and criteria through which that performance will be observed. A well-written competency that is missing from the assessments still has no evidence behind it.

The blocs de compétences follow the same logic. The Vademecum defines them as coherent sets of professional competencies linked to one or more activities, capable of being assessed and awarded independently. Dividing up the teaching calendar does not answer the decisive question: can this set be assessed and awarded on its own, in connection with one or more activities?

A teaching unit becomes a block only when its assessment and award can operate independently.

What the assessment must make visible

Formative assessment helps a learner progress. Certification assessment has a different purpose: to attest mastery of competencies. Its methods must therefore produce findings that assessors and the panel can use. A case study, simulation, work product or interview has no value merely because of its label. What matters is the fit between the proposed situation, the target competency, the expected level and criteria precise enough to align judgements.

Put every competency through the same test. What does the candidate actually do? Which output or behaviour is observed? Which criterion distinguishes mastery from an inadequate performance? Every stated competency must be covered, but no official source publishes a universal coverage percentage. A matrix linking activity, competency, method, observable criterion and evidence helps expose gaps. It remains a preparation tool, not a France compétences scoring scale.

Initial applications and renewals examine different populations

For an initial application, R. 6113-9 considers holders who passed the assessment tests under the scheme implemented by the applicant and corresponding to the proposed certification. For a renewal, it considers holders of the previously registered certification. An initial application is therefore not a file of projections. A renewal is not a routine update of spreadsheets. In both cases, the population must belong to the correct cycle.

The Vademecum adds two practical checks. A cohort must contain several holders who are unambiguously connected to the applicant or its network of co-certifiers. The data cannot be transferred: a body that is authorised only to provide training or organise an assessment session cannot reuse them for its own application. For each line, ask four questions: which scheme, which applicant, which partner and which year?

When the available data for an initial application cover only one year, the maximum registration term is limited to three years. Maximum is the important word. It guarantees neither registration nor a three-year term. At renewal, the analysis must also revisit the correspondences between the blocks in the previous version and those in the new proposal. A previous registration creates no right to renewal on the same terms.

Classify each line by when it applies

The count comprises 1, 2, 2 bis, 2 ter, 3, 3 a, 3 b, 3 c, 4, 5, 6, 7, 8 and 9. The first four lines cover employment, impact on employment, resources and whether the actions match the frameworks. Line 3 concerns the quality of the activity, competency and assessment frameworks and their overall coherence. Lines 3 a to 3 c bring in the environmental and digital transitions, occupational health and safety, disability, accessibility and universal design according to the certification. Correspondences and involvement of the commissions paritaires nationales de l'emploi (CPNE) apply only where relevant. Regulatory constraints depend on the occupation.

A legal exemption is not the same as a line that seems less relevant or one for which evidence is missing. R. 6113-9 sets aside lines 1 through 2 ter for certain initial applications where RNCP registration is required by an international standard or by a legal or regulatory provision in order to practise in France. That exception is distinct from the MEPE regime. Unless an express legal exemption applies, record the applicability condition, the controlling text and the corresponding evidence for each line. An empty cell does not say whether the line is inapplicable or the application incomplete.

The Vademecum 01/2026 sets out the doctrine for constructing the application. It does not include the legislative changes of 25 June 2026. Since 27 June, France compétences may conduct documentary checks on certifying ministries and documentary and on-site checks on certifying bodies and bodies authorised to prepare candidates. Its agents may use an assumed identity. The law also added data collection and transmission duties. Their technical implementation remains partly subject to decrees. As of 7 August 2026, the separate publication duties under L. 6113-8-1 and L. 6353-12 remained deferred pending a decree, no later than one year after promulgation.

Appraisal, binding opinion, published decision

After the online filing come the completeness review, screening against the examination conditions, a supervised appraisal, then individual examination and the Commission vote. This process is not a rewriting service. The 2025 RNCP average of 4.3 months is a historical reference point, not a promise of when an application will be heard or decided.

Three things can stop an application before the 14 lines are examined: a false declaration, verbatim reproduction of all or part of an existing framework, or misleading public communication about training or recognition-of-prior-learning activities. Evidence engineering therefore also covers data provenance, the originality of the frameworks and consistency between the application and commercial messages.

The chain of authority contains two linked acts. The Commission de la certification professionnelle gives an avis conforme, a binding opinion. The directeur général de France compétences then formally registers the certification through a decision published in the Journal officiel and placed online. The Director-General is not free to contradict that binding opinion. The Commission, for its part, does not replace the formal decision.
