How much does Qualiopi cost? The real budget, hidden costs included

The audit price is not a rate, it is a calculation

First myth to dispel: there is no single Qualiopi price. Two certification bodies that bill differently are not necessarily one expensive and one cheap. The audit price stems from a duration, itself set by the decree of 6 June 2019 according to three parameters: your training turnover, the number of categories of actions concerned and the number of sites.

In concrete terms, the initial audit lasts 1 day under 150,000 EUR of training turnover, 1.5 days between 150,000 and 750,000 EUR, and 2 days beyond that. Each additional category of action (VAE, skills assessment, apprenticeship) adds half a day. This duration is then multiplied by a daily rate that ranges, depending on the certification body, between 900 and 1,600 EUR excl. VAT.

As an order of magnitude: 600 to 1,200 EUR excl. VAT for an independent trainer, 1,000 to 1,800 EUR excl. VAT for a small organisation of 2 to 5 people at a single site, 1,500 to 3,500 EUR excl. VAT for a mid-sized structure. The surveillance audit, mandatory between the 14th and 22nd month, comes to 50 to 70% of the initial audit, or 400 to 900 EUR excl. VAT.

Ancillary fees: where two equivalent quotes diverge

This is the first comparison trap. For an identical audit service, what you will actually pay depends on line items that few directors think to check: the auditor's travel, technical fees (issuing the certificate, platform access, customer service), the handling of non-conformities and, the most insidious of all, the annual royalty.

One worked example makes it all clear. At ICPF, an accredited certification body, the average advertised rate is 1,190 EUR excl. VAT: an audit starting at 995 EUR excl. VAT, plus 195 EUR excl. VAT of technical fees. So far, nothing hidden. But grafted onto that is an annual royalty starting at 523 EUR excl. VAT per year, which runs over the entire 3-year cycle. A very low teaser audit paired with a hefty royalty can thus cost more, over the full cycle, than an audit advertised at a higher price but with no recurring fees.

The rule fits in one sentence: never compare an audit price on its own. Demand the detail of every line item and reason in terms of cumulative cost over 3 years.

Hidden cost number one: your preparation time

Here is the line item absent from every quote, and yet the heaviest. Complying with the 32 indicators of the reference framework means building your procedures, formalising your processes, gathering your evidence. An organisation starting from scratch sinks 15 to 40 days of work into it. Valued at around 400 EUR per day, that weighs in at 2,000 to 16,000 EUR.

This is where the gap widens between two structures that paid exactly the same audit. An already well-drilled organisation gets through it in 5 to 10 days. A structure discovering everything for the first time spends a month and a half on it. Same certification body, same audit invoice: one will have spent 3,000 EUR, the other 20,000 EUR.

The strategic consequence is obvious. The first lever for savings is not the choice of certification body, it is your starting level of organisation. Every day saved on preparation weighs more than a few dozen euros scraped off the daily rate.

The true cost of Qualiopi is not the audit price, it is the price of becoming compliant.

Support, tools, mock audit: the worthwhile optional spending

Another stubborn myth: you would absolutely have to pay a consultant. False. Support remains optional. A well-organised solo trainer prepares their own file in 20 to 40 hours. Consulting is billed at 70 to 160 EUR excl. VAT per hour, with a minimum of 6 to 21 hours, i.e. around 1,000 EUR per day. It saves time and provides reassurance, but it is neither an obligation nor a guarantee: it is a trade-off, time for money.

On the tools side, the range runs from free (some management software at 0 EUR) to about 225 EUR excl. VAT per month for a complete solution. Over 3 years, count on 0 to nearly 1,000 EUR.

That leaves the mock audit, or pre-audit. Starting at 310 EUR excl. VAT at some certification bodies (700 to 1,300 EUR elsewhere), it is optional spending that often pays off for a first-time applicant. It sharply reduces the risk of a major non-conformity, and therefore the cost and stress of a second visit.

Financial aid: do not target the wrong line item

One last misunderstanding, and a costly one: no, your OPCO does not fund the certification audit. It can, however, cover the training preparing for the RNQ and the support, which are considered eligible training actions. To factor in from the very start of the financial plan.

Where should you look for help with the audit itself? On the side of the regions and the CCI. They offer direct subsidies of 30 to 80% of the audit cost, support vouchers, sometimes free quality diagnostics, with ceilings that often hover between 500 and 3,000 EUR.

By methodically stacking the schemes (OPCO for preparation, region and CCI for the audit), you can cover 50 to 90% of the audit cost depending on the case. On one condition: apply for each form of aid on the line item it actually funds.
